Okay I've installed my cdrw drive from my old computer into my new one and I am able to burn to cd-rw just fine, it will not recognize a cd-r of any brand ( so far I've tried Maxell, Philips, Aopen, and generic )

I'm upgraded to the latest firmware 4.0

    ASPI APIX.VXD 4.0(952)
    WNASPI32.DLL 1.0

    I'm running under windows ME

Philips wanted to charge me $20/hr to help me

They suggested to use google, and here I am now_X_X_X_X_X_[small]Celeron 1.7GHz
    MSI 845 MAX-L (bios updated 1-10-2003)
    MSI G4MX460-VTP (TVout/videoin) (bios 1-10-2003)
    256MB PC2400 DDR
    60GB IBM DESKSTAR (7,200RPM)
TOSHIBA DVD-ROM SD-M1402(32x nero drive speed)
    Philips PCRW1208 cdr/w
    CODEGEN 300W PSU
    Windows ME

The drive is best configured as master.
What drivers are you using ? busmaster drivers ?
