in this case, it means how the graphics card connects to the rest of the computer, gfx cards do this through a PCI slot, an AGP slot or a PCI-E slot. I beleive the radeon 9800 you have now is only made for agp, i.e. a new graphics card would need to be an agp card too. Yes, and see above. i'll have a quick scout around for under £50 gfx cards, but i have to ask, why not nvidia?
