open TMPGenc.. if using the wizard, after opening the video file and clicking next, the title of the window is "project wizard (3/5)".. now click on "other settings" and "advanced".. change "video arrange method" to "full screen keep aspect ratio"

If not using the wizard, after opening the file, click on "setting" button, then "advanced" and change "video arrange method" to "full screen keep aspect ratio"

this setting will always keep the source aspect ratio, even with full screen movies, so I suggest you use this setting for all your movies!

center keep aspect ratio works fine, but has a chance of creating a border depending on your source.. full screen keep aspect ratio will stretch to fit the screen, but leave the 16:9 aspect ratio of the source. I never tried center though, so I'm not sure if and when that would happen, or maybe I'm just making sh*t up as I go .. ;-)
