How can I partially rip a CD track ?

    I have a CD whose last track has a problem in its last 20 sec., funny noises, scratches, etc., neither rightly read by CDs nor by DVDs. I want to cut those last 20 sec. by ripping it to a WAV file and then making a “restored” CD. (Last 20 sec. on last movement of a particular interpretation of Beethoven early quartets).

    Try Exact Audio Copy (EAC), best software for audio CD extraction error detection/correction-wise. It also has a "copy range" feature that lets you copy any part of a song/CD you want.

    If there are still audible problems left, you might want to try a wave editor like Adobe Audition (free trial avail. IIRC) to remove clicks etc. or to apply cuts/fadeouts etc.
