How can i partition my hd

i have this external Hard drive
Maxtor Personal Storage 3100 M01H250 250GB 7200 RPM External Hard Drive

at the bottom of this page:

is there any way/reason to format it into 2 partitions, 1 FAT32 and on NTSC, for compatibility reasons

im only planning on using computer s running OSX or Windows 2000 and Xp
