I take it we're talking Internet Explorer? It's been so long since I've had to play with that browser...so, this may be a little rusty.

Go into your Control Panel. Find your Internet Options there. Once in them, go to your Security tab, and select Default for each Zone. Then, go back to your Privacy tab, click on the Advanced button, and make sure the box for Override Automatic Cooking handling is not checked. If that doesn't work, try checking the box, and set your browser to accept the cookies, or prompt you too.
