sorry i'm a newbie. I'm downloading a svcd movie file off the web and i was wondering what possible software would i need to burn it to my cdr. Also, will svcd give me the best possible video quality? what other format would be wiser to download?

Although it says it's SVCD this is not a specific file type. The file type for SVCD is mpeg 2 which is the same as that for DVD. To burn an SVCD you need an SVCD plugin for Nero or other burning rom. Additionally you can only get up to about 39mins of movie on one SVCD. If you're not sure of the file type try burning it to a VCD first (mpeg 1).

if it is already converted to svcd, then all you would have to do is use a program like nero that can burn svcd video. Svcd quality is dictated by 2 things: 1. the bps - std vcd is 1150cbr and standard svcd can go up to 2600bps. 2. setting of the motion precision (if you use tmpgenc) the higher the setting the better the picture. Typically, a high quality svcd will allow 40 minutes to a 80 minute cd. You still have good quality with up to 60 minutes of svcd to a 80 minute cd.
