how to create chapters and menus for a converted avi movie

hi, i would like to know what program would allow me to create chapters and menus for my converted avi movie.
am in the final process which is just to burn the DVD movie to play on my dvd player but i need to make chapters & menus for the movie.
i would appreciate if some1 tell me which program to use and how to use that program

just would like to mention that i used virtualdub program to combine the 2 avi movie files then used winAVI video convertor its a really brilliant program, a one click video convertor, isnt it wonderful!
but i dont think it makes chapters and menus though.
if anyone needs any sort of help on where to download the program and how to use it, i'd be happy to do so. feel free to ask

 

Try Tmpgenc DVD author, DVDLab, Scenearist, GUIforDVDAuthor, etc.
