    There are many splitters/joiners available.
You could try looking for a freeware solution, but if you are desperate for it, buy a shsareware version. What I found worked is if it is a one-off thing, just try something along the lines of a "Ultra Video Splitter/Joiner". I think that it is shareware but it does the job fine.

It also depends if you have a DVD Video or an AVI/MPEG/MOV file. More information please.

Hope this kinda helps you with your problem.

What's the video format? You may try Advanced X Video Converter, which makes it very easy to extract a certain clip from a video.

You can get a free trial from
    http://www.aoamedia.com/videoconverter.htm

Lauch the program > Add Task > Split Video

I only heard about ATI video cards. What's the extension of the video file? Or you can add the file in Advanced X Video Converter and see if the program accepts it.

Err.. He means that the extention is .avi....... ^____^"

But yeah, any shareware/freeware program should be able to do it, if you don't mind a harder interface you can look up some guides on either:

AviDemux or what is it called... doh... mind blank... umm.. GAHHH omg.. I should know this... Sorry, i'll edit this post later.

EDIT: the program you can use is VirtualDub, it's a bit harder...
