You need tun unpack them first with a program such as WinRAR - try moving your mouse pointer to the Guides tab at the top of this page.

    A good program is bin2iso.exe,

    http://www.ezbsystems.com/enindex.html

This program will convert a bin file to an ISO image, very usefull if the cue file is missing. If you do not have a burner you can always mount it on a virtual CD drive

    or

    Daemon Tools

It will allow you to mount the .bin image as a "virtual drive" and then you can pull the files off to your hard drive. Basically it is taking the image and making the computer think that the .bin file is actually a cd loaded into a drive.

    or

just use the cue file and burn the bin to disc (nero etc) and pop it into your pc , heh ok I'm lazy @ times :)
