I'm not sure what you need, but to literally turn a photo into an AVI video file, drag the image onto 'Avidemux'. On the keyboard, 'Ctrl+c' then hold down 'Ctrl+v' The frame will be duplicated as long as Ctrl+v is held down. The image here shows that 123 frames were created;at 25fps, the running time is 4.9 seconds. Click 'Save' and give the file a name (including extension) e.g. video.avi http://www.afterdawn.com/software/video_software/video_tools/avidemux.cfm
Windows movie maker can also do the job. import all your photoes and make them as a video, finally publish it as a movie.
