i cant download and its stricting sites????????????????????????????????????

    i purchased this dell used and im guessing it used to be a hospitals.now i cannot download much like java, for limewire among other things.and alot of sites are restricted as well. all it says is contact blah blah blah support with a phone number but that place is out of business, which is the hospital.im not a wizz on computers but i know my way around a little bit, is there a way to bypass all this stuff so i have laptop freedom??? its a latitude d820. please help this is outta control

    I'd wipe it out and reinstall windows if I were you.

    and i do i go about doing that? wont i lose all the programs on it and have to reinstall everything?

    how would i go about reinstalling programs if i dont have em all i got is the laptop
