I cant find a group for this question (Raw DvD files to svcd/vcd ) please advise

I dont have a dvd burner , but I do have some raw dvd files(vob etc.. ) . I would prefer to make svcds from them , or secondly vcds . Either way I`d like to try & keep the dvd intact with chapters/menus if feasible . I will give this idea up if not possible/worth it , as long as I can get the best quality possible .

I have limited knowledge in such things , as I`ve made dvd eips with DvD decrypter & shrink before when I had a burner . Are there any great (free) programs such as these to make myself some svcd/vcds from these raw dvd files . Will they be as user friendly as the fore mentioned programs were ?
