The programs that you prolly would want to get is either the Sigma Halo Map Editor or AIO v2. Both of which come with all the programs you are looking for but Sigma seems to have some extra features no other programs have to offer as well as its plugins are the most current since it was just recently released.
The downloads might be in the downloads section, if not, then you can find them in the Modding Programs section in the Forums.
