I/O device error on external hdd

i accidently pulled the plug out of my external hdd while i was copying a film from a dvd to the hdd. since then when i try to go into the file where the film was copying to, the computer hangs, when i try to delete the file i get the following message - "cannot delete video_ts: the request could not be performed because of an I/O device error". can anyone advise me how to delete this file please

 

either try to delete it in safe mode, or do it in command prompt.
