   i have a png 24bit image and want to convert it ti png 8-bit image

   I don't know if this is what you need, but the image viewer that I use, 'IrfanView', has a plugin that contains the PNGout package.
   When you elect to 'save as' the file as .png, you select the 'Options' button and a submenu pops up.
