improving a movie - help

    Fairly new to burning programs. Can anyone suggest a program to use to improve the resolution of a movie. What resolution would you suggest using also would like to cut out a part that came out scattered looking. Also what would anyone suggest using to change it from cd to dvd.

    There isn't a lot that you can do. Details just don't come from nowhere.
