Increase MPEG bitrate without re-encoding?

    I'm trying to play mpeg-2 video from DVD on the TiVo. My only problem is that some segments from the DVD are highly compressed, and when the bitrate drops below 1200, TiVo freezes up. The problem goes away if I re-encode with a minimum bitrate of 1600, but I really don't want to re-encode the entire mpeg-2 file. I tried to cut out and recompress just the low bitrate segments, but couldn't get TMPGEnc to paste it back into the main video stream. Any other ideas out there? Thanks...

    You can't increase bitrate without encoding. Only way to go is encoding the whole clip again.
