Is it bad to turn the monitor on and off? Will it affect my video card? Cause my friend says that there's no difference in power consumption between turning off my lcd monitor and not turning it off. Is it true?

There's no problem in turning off your monitor, it won't harm your graphics card. I wouldn't turn an old CRT on and off on a regular basis, but with LCDs it's absolutely fine. Also your friend is talking crap. monitors use a significant amount of power - turning them off saves electricity, saves money and saves the planet!
