    Hi:
I have several stand alone Vob video files that I would like to burn to a DVD to use on a regular DVD player, but I would like to make custom Menus that will let me show each file as a separate chapter or separate video, so a friend or family member can watch the DVD and pick the Vob file they want to watch from a menu, or just watch all of them one after another automaticly.

Is there a software video authoring tool either freeware or pay ware that will do this for me. I have software that will let me burn a DVD but will not let me do this.

DVD Flick is free and will open a VOB file
If you tell it in Project Settings > Video > Advanced to 'Copy MPEG2 files', it won't recode the video, thus much faster to author.

It has options for a menu and includes it's own burning program (ImgBurn).

    Shareware: Womble EasyDVD.
Import your VOB files in Source window(as a single movie or as several movies), then add chapters, then make menus in the Menu window.

Another good free software is DVDStyler. Pretty good at customizing menu background/buttons...
