Ok i had a amd athlonxp 1800+ for a while not oc at 1.18 ghz i needed an upgrade so i got an amd athlonxp 2800+ running at 2.08ghz. Before i changed cpus i timed everything to see how long it take to startup windowns and i did other 3dmarks and stuff to see wat they are. Then installed the new cpu and timed and tested everything again i was suprised to see the times and tests score were still the same like nothing changed. I HAVE THE MANUAL AND IT SAYS NUTTIN ABOUT THIS SO I WONDERING IF ANYBODY CAN TELL ME AND TELL ME Y THIS IS?..

Well a lot of how fast windows starts will depend on your hard drive. and your 3dmark score is based off of your video card more than anything. Try getting sisoft sandra and doing a cpu benchmark.

how much stuff do you have in startup because if you have stuff in startup that you don't need or want(ex. spyware) it will slow down your computer, check your msconfig, note what is in there & disable a couple of things at a time that is not harmful to windows,do restart & see how fast system, basically trial & error, just remember what was in msconfig/startup before you do this
