Letterbox bars larger then normal

    I have been wanting to make DVD movies for sometime because I have many movies at DVD quality filling up my hard drive. Now I have a copy of WinDVD creator 2 and Nero, which I know how to basically use. The problem is that on some of my episodes on my newly created DVD have massive black bars on the top and bottom of the screen on the TV. Now I have checked the pixel count (Im not sure if it makes a difference). The pixels for the videos that have the massive bars are 704x384. While the videos that play full screen are 640x368. The video is still viewable but looks a bit funny. I only have a 4:3 aspect ratio TVs around my house to try them on. However when I look at the basic video files on my computer at full screen they ALL seem to be regular widescreen, I geuss it could be because computer moniters and way higher pixel count then regular TVs. Any help or comments would be appretiated.

    704/384 = 1.83 so the source was probably 1.85:1.
    640/368 = 1.74 so the source was probably 1.78:1 (16:9).

    Put simply even on a 16:9 display the 704x384 one would still have black bars on a 4:3 display it will have more than the 640x368 one.
