This isn't exactly a build question, but what is the best gaming laptop I can get for less than $2,000?

Dell's XPS M series laptops are quite good for the price, but realistically you can only get laptops that equate to gaming desktops well at 2500+.

They're not bad, but the 9500M GS isn't a great GPU.

What I am shooting for is to run Team Fortress 2 on max settings smoothly.

To be honest, that one probably ranks about even with the 9500M. Not sure which is best. You won't be maxing Team Fortress 2 out with either, but you'll probably get quite close. Say 'High' on the levels not 'Very High' and no AA and you'll get a decent frame rate.
