I'm trying to burn an entire season of "So You Think You Can Dance" onto dvd's. However, each one is 699MB and I'm only being able to burn 1 video per dvd disc. Is there any software that can make the video smaller? I'm burning with Nero smartstart.

It is small enough to fit onto a cd. So I would make a VCD. I personally have never done this and dont know were to start BUT I know that their are some good guides on how to do it on this site.

You need to convert your AVI to a DVD compliant format, this will take your 700MB file to around 4 gigs so you probably won't be able to get more than one per disc and keep the quality worthwhile. To convert use Nero Vision, you then may need to run the resulting file through Recode and then burn onto your DVD.
