making a vcd

    can anyone help me please i'm trying to make a vcd but i keep getting this error message. Does anyone know what this is and where can i get itfor free.
    due to patent license restrictions, the mpeg2 encoding/converting is not available. To add this possibility please purchase the nero mpeg2 codec plugin at www.nero.com"

    It means you have to buy the nero mpeg-2 plugin and the svcd plugin!

    wondering if you can help i've download tmpgenc so that i could make a vcd but the thing is a havent got a clue how to use it.
