When my windows 7 32bit boots up, and gets to the login screen the keyboard and mouse don't turn on until like 10-15 seconds pass at the login screen. Then they turn on and I am able to click on a user and type the password.
This does not always happen(sometimes keyboard and mouse turn on right away).

    Is this normal?

    Not normal.

Try going into bios setup to check if the mouse & keyboard are set to "OS" or "BIOS" usually this does not matter, but it might make a difference for some mainboards.

If that does not help, try booting into safe mode...doing this will tell you if the OS has access to the keyboard before the login screen.

Normal, if you move your mouse/keyboard to different USB ports. Changing the port to which a USB device is attached requires reloading the driver again, which causes this delay.

It happens once in a while and it seems like it's loading. I will keep observing when it happens whether it's after installing something and rebooting or normally. I did not change usb ports; it has always been in the same usb port. Thanks.
