i've got the perfect thing: vso's divxtodvd program (http://www.vso-software.fr/download.htm) that should be very basic as far as converting and should cover your needs. it auto creates the vob, pub, and ifo files you need to burn to a dvd right after you finish. i don't know if it's just me on this one but sometimes the video_ts.ifo is messed up so i go into my other program (dvdfab platinum) and it corrects the video_ts.ifo file so that it will work but that problem i think is just for me... hope that helps!
VSO will just re-encode an already mpeg-2 file. What a waste of time. Demux the mpg to elementary streams (there's lots of free software that will do this) Get ReJig, select Author, load the video, load the audio, select NTSC or PAL output, and go.
