Before this would started, the night before I comp would just freeze and I would have to restart it. It did this a few times then the next morning I chouldnt even get the comp to come on. The screen just says "self test, check signal cable and pc, monitor ok". It came on a few times before freezing again and i would get the blue screen. I tried changing monitors and i tried changing videocards.

No, the cylindrical capacitors have coloured sides (e.g. blue or green) and have a silver top. This should be flat. If it bends upwards like a dome effect, they're damaged. This is attributable to a fair few hardware problems.
it is fixable if you have a soldering iron & replacement capacitors of the same value. fixed a # of boards & psu's because of bad capacitors.
It would technically be fixable in that manner, but unless you can get the exact same capacitors and are good at soldering, I'd avoid it.
