Well, you can either hot swap and reinstall the necessary files, or you can install a mod chip and use AID or Slayer's to do it without a hot swap.

Basically, what you would be doing is turning on the Xbox, then unplugging the IDE cable, and connecting an IDE cable from your PC to the Xbox. Install the necessary files, then reconnect the Xbox's IDE cable, and shut down the Xbox. It's called a hot swap because you're doing it while power is still on. Not the safest method of repairing a failed soft mod, but it works.

Now of course, there's much more to it than that, but that's the basic idea behind it. The reasoning is, that you need to have the Xbox unlock the hard drive for you since you don't have the EEPROM. Since the Xbox's motherboard has it, you allow it to unlock the hard drive while the Xbox boots up, and then you connect the unlocked hard drive to the PC to reinstall files. Afterwards, the hard drive must be plugged back into the Xbox so that it's locked once the power is shut off.

For a much more in-depth explanation, read this guide.

Install a modchip and use Slayer's or AID to reinstall the files...
