Need a 'decoder' to play DVDs. Why?

    Bought a second hand laptop recently which was purchased in the US but plays region 2 disks. however whe io come to play the DVD with windows media player I need a dedcoder to do so. Why is this?

    Will the afterdawn media player allow me to play DVDs?

    dowhload windows media player 9 you can play dvds on this player you can dowload this from windows update
