I'm trying to burn a VCD. My problem is that the movie I have is divided into several small clips. Is there a free program, or any program that will take all the small clips and make them into one clip.

Yes, What should work is if you downloaded Tmpgenc ,It has a Feature Called "Merge & Cut" were you can Join and edit Mpeg 1/2 files ,You just run the Program and go to "File" to "mpeg tools" to "merge & cut" and load in the Files in the order you want and then choose the "Video-CD" setting from the Dropdown Menu and click "Run" and it will Join them all into one File..All of these Clips would have to have the exact same atributes ,Meaning Resolution, Audio Sample Rate ,Bitrate ect....Cheers
PS: there should be a Link to the Program on the main page of this site...
