In the US (at least) most GSM phones that have a sim card are locked into one service provider. If you remove the lock from the phone, you can use another provider's sim card. Some people have a favorite phone, like a RAZR for example, but hate their provider (SUNCOM) for example, so when they go to cingular, sign up, get a cheap phone for free, then use the Cingular sim card in their unlocked RAZR, that's all.
