The P4 will perform better than a 2.4 Ghz celeron.

Just a better performing CPU. Remember it's not the clock cycles but the architecture. You don't really need special software for overclocking, as long as you have a motherboard that supports it.

Your PC is very old (I'm going to guess about 3 1/2 to 4 years) to be a good overclocker. Overclocking has become standard fare.
Was the PC custom-built or did it come from a retailer like Dell, Gateway, Viglen etc. ?

    How about some punctuation? :p

    A 1.4Ghz celeron? Where's that come from? I'm a little confused...

I think he might have meant the 1.6 Ghz P4.

Agreed, but there's not that much in it, and both are pretty slow nowadays. What may swing it is if the Celeron is a Northwood. The P4 is probably a Willamette core at that speed, if the Celeron is a Northwood core, it may very well be faster.

Both Northwood, or just the celeron? If the celeron's a northwood and the P4's a willamette, go with the celeron.

So the celeron is a northwood but the P4 is a Willamette? Then go with the Celeron.
