Hi, At work we use a number of DVD's which have been transferred from video. The Videos were very old, and although the transfer to DVD was fine, as the original was of poor quality.

I was wondering are there any software programs that would enable me to clean up the audio and video on vob files?

    Thanks for any help.

I don't know of anything that works directly on VOB files.

You can convert the VOB's to a single MPEG2 file and use Avidemux filters on the video.

Convert to mpg with Vob2mpg;note that it requires .net framework
    http://www.videohelp.com/tools/VOB2MPG

Load/drag the mpeg file into Avidemux
    http://www.afterdawn.com/software/video_software/video_tools/avidemux.cfm

Set the side menu and adjust using the filters.
Save the new file (click on the save logo) and give the new file a name.
You must give it a full name including extension, e.g newfile.mpg

Avidemux doesn't do anything for the audio.
You can use Audacity or some other editor to tinker with it.

Try the 'Sharpness' filter and see.

I can see it has one in the screen shots - a real homer Simpson moment there! Thanks again.
