What are some other progrmas which can take the converted mpeg files using tmpeg and burn them into a vcd on a cdr like nero can?

Virtually all major burning tools allow VCD authoring from ready-encoded MPEG-1 files, including Easy CD Creator (I think the "Deluxe" or "Platinum" version).

Other option is to use VCDImager or some of its GUIs, like VCDEasy to create a CD image out of your MPEG-1 files authored to VCD and then burn that CD image to CD with virtually any CD burning tool, like FireBurner.
