NVE4 seems to have lots of problems with conversions. I'd try version 6.6.0.18 and NVE3 if you want to try Nero. You really shouldn't have different versions of Nero installed at the same time, so to install 6.6.0.18, you would need to run the Nero 7 Clean Tool to uninstall Nero 7, and then install version 6.6.0.18 which contains NVE3.

    Nero 6.6.0.18 download:
    Package 1: http://httpdl1.usw.nero.com/software/Nero6/Nero-6.6.0.18_no_yt.exe
    Package 2: http://httpdl1.usw.nero.com/software/Nero6/NVE-3.1.0.21_no_yt.exe

Otherwise try ConvertXtoDVD. It has a free trial although it watermarks the trial version output.

    [bold]Edit: added below[/bold]

Converted AVIs to DVDs will never be of DVD quality because they've already lost a lot of the video quality in being converted to AVIs in the first place.

Generally it's always a good idea to use the appropriate Clean Tool when uninstalling a version of Nero. It's the only way to get a truly fresh install.
