Can anyone tell me of a good way to convert PAL to NTSC format? I have tried a program called IFOedit, but have had no sucess with it.

I've used VOBBlanker to convert BBC DVD's to NTSC -and kept the menu.

A commercial program might be ConvertX - but you lose the menu.

The free route would be to demux the title using Dgindex..
Use an Avisynth script and Henc to encode to mpeg2 (change 25fps to 23.976 fps) then use Dgpulldown to make it NTSC compliant (29.97 fps)
Convert the audio to the new frame rate using Besweet (25 to 23.976).
Reauthor the video and audio with DVD Flick (as long as the option to 'copy mpeg2' files is selected, it won't take long..
DVD Flick can create a new menu.
