Try shorting the pins that the switch is connected to with a screwdriver to see if the switch itself is bad.

Is the power switch hooked up correctly?

i've tried to use the screwdriver to see if it works and nothing happened (unless i tried wrong area) and i have no idea if the cords are in right...out of all 15 tutorials i looked at they never told me how to put the switches in correctly.....i didn't have this problem with the other3 i built because the other three are different when it comes to the power switches

The pin placement varies from board to board. You should check the manual that came with your mainboard (or the one online) to make sure everything is connected correctly.

The motherboard manual will always tell you - that's one thing even I use the manual for.
