http://www.underground-gamer.com hope u like torrents! they have a decent selection just make sure u upload anything u download. and they will be happy. (u'll under stand if you don't) (to save u the trouble of being banned well if u don't u get banned. (at least try to upload most the stuff))
try a public torrent site. but be prepared for the download to take FOREVER. if i were u i would just find someone with a playstation and have them loan you some games then just copy the games to your computer with cdrwin. (google it) if your not so lucky as to have some friends with a ps1 then...get some more friends...joking...try going to a rental store and renting some games. it may not be free but it is cheaper than buying the games. (unless u forget to bring them back in on time)
