Hey. I recently downloaded PeerGuardian2 RC1 Test. However, it doesnt seem to start when i start Vista or even if i choose to manually from my applications. Also, it doesn't come up in my task manager but when i try to re-install it sais that PeerGuardian is running.

    Why can't i access it?

stop using peerguardian. The best thing to use is peerblock

I used peerguardian for 2 years with winxp, it worked but a bit slow. When I changed my OS to 64-bit Vista, peerguardian failed for the reason of unsigned driver. And now I turn to another ipfilter -beethink ip blocker, it works fine with 64-bit windows, quicker and easyer to use.
