photo editing software question

looking for a free program that will allow me to do a specific effect. i'm looking to take a picture make it black and white and then use an certain effect that changes it to Dots, where u can adjust the number/size of the dots that make up the picture? Any help would be greatful.

you could do this with microsoft picture it, it is part of the microsoft works program.

that new to me as i just installed works 8,and i looked high and low for pix it it was ot there,so then i had to install picture it,what works do ye have that has pix it?

IrfanView

I think that is what it is called and It may be able to do what you need it to do.

It is freeware.
