playback is distorted

Anyone have any ideas why my playback of my wmv files look like this? This is the bear sample video in Vista, u can barely make out the bear moving in the background.

I have tried the Vista Codec Pack, FFdshow, and upgrading my Nvidia 7600 to the latest drivers with no help. I'm running Vista 32, and it does this in WMP, and VMC.
