Playback Messed up after encoding

    The .avi file i have plays fine but after i encode it to mpeg-2 it appears to be in slow motion i cant find anything to help me i even burned the mpeg-2 to a dvd (which workd on my dvd player) but it was still in slow motion. It seems like it skips frames or the frame rate isnt high enough someone plz help me this is becoming very annoying.

    That is the information from avi codec. Im at a loss

    Also i used IFOedit to put the .sup subtitles and they do not show up. And when i play it on my dvd player the timer on the dvd player goes somewhat like this 0:01:50 then instantly it will go to 0:01:51 then it will lag for about 2 seconds and go to 0:01:52
