I downloaded an avi file, converted it to a video ts file, used DVD shrink and reencoded it as an ISO image file, it burned fine and everything, However, when I put it in the DVD player the message "Playback prohibited by area limitations". Can anyone tell me what this means and how I can fix this to make the disc work on my DVD player?

I don't know much about ripping and burning dvd's anymore but, that sounds like a region code error. Say I wanted to play a region coded 2 disk in a region coded 1 dvd player, not gonna happen unless the player is region free or region 2 coded.

    DVD Region Code

Go ask nobrainer about that, I'm sure he will be happy to tell you all about region coding. ;)

    Hope that helps any.

That is what it sounds like. When I reencoded the video ts file to an ISO image file I made sure it said region free. In other words no region limitations. So I'm thinking maybe it has to do with my DVD player or Tv.

I would think that if the media was region free, then it should play? Weird, I dunno man, look at the back of your DVD player and see what region it's in.
