I have an NTSC Gamecube. I installed a Xeno GC mod-chip and it says it's supposed to be able to boot PAL backups. Whenever I put one in the game starts up but its in black and white and flickers and its off-center. What's wrong? Can I fix it? Just about all my backups are PAL, so I hope I can fix the problem.

Sounds like it's having trouble with your TV, look around on the chips settings for something such as 'Force NTSC/Force PAL" choosing one or the other should fix it.

It didn't work. On the site it says:

    [X/Y] Force NTSC/PAL display mode
Will force the selected region's display mode regardless of the actual game region.

I put in the game and held X the entire time and I tried holding Y the entire time, doesn't work for either one.

xenogc site also says: This will work for some games, for others it won't.

For me, it only worked with 1 game out of 5, had to get the NTSC version.

    Yeah that's what I figured.

I'm having another problem though, it says to view the chip info and version hold start when booting up. Well I do this but when it shows me the version info screen its also in black and white and flickers and stuff, as if displaying with PAL settings. I also cannot get the version info thing to boot without a disc in the drive. It just goes straight to the menu like normal. This leads me to believe that something may not be functioning correctly.

Same here, looks like the chip is PAL by default. My version info is all screwed up too, but the info is still readable, even tho it's totally useless, so I wouldn't worry about it.
If it plays NTSC in your NTSC cube I'd say it's working.
It plays all my NTSC games fine so i'm happy!

P.S. Useless info: They don't say it, but if you press Z while booting it plays a different sound.
