It most likely is adware from a rogue anti-spyware.

Do the popups direct you to software or site? If so, which software or site?

That appears to be one of the newer browser hijackers as I saw several recent complaints about it, but it is not yet listed at Spyware Warrior.

I saw a couple of threads on this over at Digital Trends where they cleared this up.
It would be best to start a new thread there on your issue.
You could run HijackThis first as set forth in post 2 of the Digital Trends thread referenced above and then post.

"Antispyware-reviews.biz is a browser hijacker that comes bundled trojan horses. It will try to trick you into downloading rogue anti-spyware programs such as PC-Antispyware and PC-Cleaner. Once Antispyware-reviews.biz gets inside your system, it may start monitoring your Internet browsing habits and start generating a number of unwanted advertisements every few minutes. Antispyware-reviews.biz hijacker may slow your computer."
