When you boot up in Safe Mode, it should ask you if you want to continue or go to a restore point. Choose, go to a restore point, and restore your computer to a previous date, where you knew it booted up.
sounds like a driver problem to me. download and install the newest versions of your motherboard/video/sound drivers. also scan for any spyware.
