i got a couple of downloads going that stopped at 98.9 and 99.9% and theres alot of fake movies floating around that are made to do just this .What program can preview a RAR file to check if its the correct movie or to see if the quality is worth downloading at all.I know that theres a program like this cause the guys on the torrent sites talk about this all the time just cant remember what it is.
