I started having a problem with my Nvidia 6800 Ultra graphics card, when playing games or on the deskop i get these scratch lines all over my screen, Here are some pics i took in a game (World of Warcraft)these colored errors skip all over the screen like static.

my drivers are up to date, if i uninstall my graphic drivers i do not see any of this static on my desktop or browising the internet. Any advice would be most helpful.

and.....what driver version are you using? Up to date can mean anything between the last WHQL release on Nvidia's website, to using newer unreleased beta drivers.

Open the case, and make sure you have adequate air flow (also check the fan) moving thru the system.

You might want to head on over to Guru3D and check out the Nvidia section....there could be some answers there, as well as some newer beta drivers that may solve the issue.
