program to resize video and set frame rate

    like said, im looking for a program that will edit my videos size. currently, i have blaze media pro, which is perfect, except i cant set the frame rate. so im looking for a program that can do both.

    i think adobe primiere deos both. I know windows movie maker deos framerate but im not sure about editing the size.
